The possibility of developing nuclear power was mentioned in the First Five-Year Plan of 1953, but was then dropped as attention switched to developing an atomic bomb.10 The 1960s saw the development of reactors for powering submarines, but only in 1970 did a power supply crisis in Shanghai bring civil nuclear power back onto the agenda. Even then, progress remained slow because neither of the two key agencies responsible for nuclear matters was interested in switching their focus from military to civil use, and the Ministry of Water Resources and Electrical Power was not supportive of nuclear power.11 Only in 1978 did the government formally announce that China would develop civil nuclear power.
